There are major differences according to the Secretary of the Commonwealth (SoC).

The SoC has required specific encryption to guard the Notary Public from anyone fraudulently notarizing documents by copying the notary seal image and placing it on documents the Notary Public did not authorize.

As a result, a Virginia Notary Public who wishes to perform electronic notarial acts has to apply for a secondary seal which will run concurrently with their paper commission.

Unfortunately, in order to avoid any impression that the SoC has “endorsed” any electronic encryption provider, they will not direct you to a provider. You must find an appropriate provider, then submit the application with the encrypted seal image for approval.
